A long time ago, my sister bought her first guitar for $60 brand new. It is an acoustic guitar and It has a really bad tinny kind of sound and playing tabs is really hard. Any suggestions to make it better would help me alot.

There is not much you can do to make it sound better,
at that price, it is made of cheap uncured green plywood.
You might be able to make it play better,
but you will to take it to a real music store with a real guitar tech/
It could be a bad top,
a bad bridge
a warped neck
a bad neck
and there is no way we can tell you how much it will cost with out seeing the guitar.
For $60, I wouldn't be too hopeful
decent guitars start about $200-300

Is there any need to learn standard notation when learning to play solely acoustic fingerstyle guitar?

for example, i had 4 different teachers, and none of them required me to learn standard notation.
i wanna play acoustic fingerpicking/ style but not classical guitar.
Is tab the right way to learn all the songs or do I require to take classical guitar?

Not a hard question but take this perspective.
Reading tabs is not an efficient way to learn how to play acoustic guitar. Classical guitar is just a style and requires you to read notation. The amount of literature available in actual notation is vast compared to tableture so if you actually take the time to learn it you will be better off. On top of that you can learn to actually write and publish your own guitar works as well. Again, if it is just a hobby and you are not serious about learning guitar at a notable level stick with tab, it is easier and you don't have to worry about reading notation. But if you expect to go to a college or be a professional guitarist you probably will want to learn it ASAP. You could learn to play written notation in a matter of a few months given that you practice an hour a day 6 days a week on average. Reading is not as hard as it looks.
